Net-Zero Industry Act (NZIA)

The Net-Zero Industry Act (NZIA) is the EU's strategic legislative answer to the urgent need for industrial decarbonization and energy security.

The primary goal of the NZIA is not merely to regulate emissions, but to scale up the domestic manufacturing capacity of key net-zero technologies, ensuring the EU's self-sufficiency and technological sovereignty.

Specifically, it sets a benchmark target: the EU should be able to manufacture at least 40% of its annual deployment needs for strategic net-zero technologies by 2030. These technologies include solar PV, batteries, wind energy, heat pumps, and, crucially, Carbon Capture and Storage (CCS) and Green Hydrogen.

The Act streamlines permitting, prioritizes "Net-Zero Strategic Projects," and supports innovation by establishing "Net-Zero Industrial Valleys." This is a crucial policy tool to counter global competition and secure a leadership role in the next industrial revolution.
